This is a unique opportunity to join the Agency at a pivotal moment in housing delivery. We’re offering a unique opportunity to be part of the growth of our Product, Equity and Partnerships (PEP) team—driving innovation and impact in housing and regeneration. The PEP team makes selective equity investments into delivery platforms, including partnerships, joint ventures, and third-party investment funds. These investments leverage broader capital and capabilities to deliver outcomes that far exceed the Agency’s direct contribution. 

Working in the Portfolio Management function of the PEP team, the Head of Portfolio Management (Analytics) will play a key role in shaping the future of housing by supporting the team’s mission to attract private capital and new delivery partners across all housing sectors. This role directly supports the Government’s wider housing and regeneration ambitions.

Reporting to the Assistant Director for Equity, Joint Ventures and Partnerships, you will:

Lead the development and management of portfolio analytics tools and databases (e.g., Python, R, SQL, Tableau) to enable robust financial analysis and risk management.

Support business planning across the Agency and Investment Directorate, ensuring effective financial planning and resource allocation.

Drive data visualisation and insight, enhancing decision-making and strengthening the case for equity investment within Homes England and with key stakeholders.

You’ll join a growing, experienced team committed to bringing rigour and innovation to investment management processes.

 A bit about you… 

 You will bring a strong background as a quant analyst, finance, or real estate professional, with a passion for using your expertise to improve the affordability and accessibility of housing across all tenures. You will be comfortable navigating complex financial and data analysis, leading on technical and commercial issues, and managing senior stakeholder expectations with confidence and resilience.

Your understanding of capital markets, real estate investment metrics, and asset management tools will be matched by your ability to communicate insights clearly—through compelling reports, visualisations, and strategic narratives. You will be proficient in Microsoft Excel and other relevant asset management systems; and experienced in overseeing the development of investment tools that support a robust investment management platform.

Equally important will be your interpersonal skills. You will be a collaborative and inclusive leader, capable of managing and motivating colleagues, and engaging constructively with partners. You’ll bring an enquiring mind, a willingness to think laterally, and the confidence to challenge assumptions and drive innovation. Your approach will be shaped by a strong understanding of the commercial and operational impact of our work, and a commitment to delivering real social value.

You will have a degree level qualification and or equivalent relevant accreditation / experience such as a professional qualification in economics, data science, accountancy, or similar.  

Your career to date will demonstrate an understanding or experience in some or all of: 

Real estate development and investment. 

Strong understanding of investment principles, risk management, and regulatory and governance requirements

Portfolio management / Fund management 

Data analysis and asset management tools and software, such as Power BI, Python, R, SQL,Tableau etc.

Ability to convey complex information to diverse audiences.

Management skills, with a track record of building and developing high-performing teams.

Familiarity with machine learning/ AI, Cloud Platforms, Quant Platforms

Strategic mindset with a focus on innovation and continuous improvement.
