There will be a two stage interview process and you will be required to complete an online Occupational Personality Questionnaire (OPQ) prior to second stage. The second stage interview will include a focus on Equality, Diversity and Inclusion.

 

 

Expected to launch in April 2026, the National Housing Bank (NHB) will be a subsidiary of Homes England with the existing Homes England Investments team working on behalf of the Bank. It will be publicly owned and backed with £16bn of financial capacity, on top of £6bn of existing finance allocated to this Parliament, to accelerate housebuilding and leverage in £53bn of additional private investment, creating jobs and delivering over 500,000 new homes.    

 

The trailblazing approach will see Homes England, the national housing and regeneration agency, able to significantly scale highly impactful equity and debt investments, issue government guarantees directly and have greater autonomy and flexibility to make the long-term investments that are needed to reform the housing market and deliver strong returns.    

 

With long-term, flexible capital, the NHB will act as a consistent partner to the private sector, bringing the stability and certainty that housing developers and investors need to make delivery happen. It will also support SMEs with new lending products and enable developers to unlock large, complex sites through infrastructure finance.

 

 

A bit about the role…

 

We’re looking for a dynamic and strategic leader to take ownership of NHB’s operational delivery and help shape the future of housing investment. In this pivotal role, you’ll design and implement robust operational infrastructure, including systems, reporting frameworks, and investment support functions, ensuring everything we do is efficient, scalable, and aligned with our strategic priorities.

 

You’ll lead major organisational change programmes whilst driving continuous improvement. Acting as a key liaison across NHB, wider Homes England teams and external partners, you’ll build strong relationships that support capital deployment and cross-functional delivery.

 

Beyond operations, you’ll champion Homes England’s values and foster a collaborative, high-performing culture. You’ll coach and empower your team, provide thoughtful leadership on organisational design, and ensure we’re ready to meet future challenges. 

 

With responsibility for performance delivery, accurate reporting, and budget oversight, this is a role where your expertise will directly influence NHB’s success.

We’re seeking a highly skilled operational leader with extensive experience in business management and operations, preferably within financial services or investment environments, and a strong grasp of systems and processes that support financial product delivery. 

 

Strategic thinking is key, along with the ability to interpret complex information and develop innovative solutions. Exceptional stakeholder management, organisational skills, and the ability to lead and develop high-performing teams are essential. Strong communication skills, both written and verbal will enable you to influence senior stakeholders and present ideas clearly across diverse audiences.
