We’re looking for a Senior Manager – Organisational Setup to join the Cambridge Growth Company (CGC), a subsidiary of Homes England. This is a pivotal role in shaping the future of Cambridge’s growth and infrastructure.
In order to deliver on HMG’s ambition, the intention is following due legal process to set up a long-term delivery vehicle with HMG’s intention to consult on a centrally-led Development Corporation (see supporting notes below for further information).
Working closely with the Project Director, DevCorp Setup, you will lead the implementation and structuring of the chosen DevCorp, designing the systems, structures and capacities needed for it to function.
You will play a key role in:
- Working closely with MHCLG’s Cambridge Strategy Unit to deliver the proposed DevCorp design choices, including powers, governance, and red line boundary.
- Developing resourcing and workforce strategies, ensuring smooth staff transition from CGC.
- Designing policies, systems, and services to enable day-one functionality.
- Working collaboratively with other senior roles in the day to day operational management of the governance framework, workforce strategy and operational functions.
- The role requires collaborative working with responsible officer leads to:
- Manage legal and analytical inputs, mitigating risks, and ensuring robust evidence bases.
- Support stakeholder engagement with local authorities, parliamentary stakeholders, and central government teams.
This is an opportunity to deliver transformational outcomes for Cambridge and pilot approaches that will inform the UK’s New Towns programme.

We are looking for someone to bring:
- Significant experience in organisational setup, operations, or transformation programmes, ideally in UK Government or the public sector.
- Strong programme and project management experience
- Strong knowledge of governance frameworks, corporate functions, and resource planning.
- Understanding of HMG policy processes and the political landscape around housing, planning, and local government reform.
- Excellent judgement and strategic insight to navigate complex commercial and political environments.
- Strong stakeholder engagement skills and experience managing external consultants.
Desirable: Experience with Development Corporations or similar bodies, and knowledge of growth challenges and opportunities in Greater Cambridge.
You’ll be proactive, resilient under pressure, and able to deliver at pace. A relevant degree or equivalent experience in public policy, urban development, or local governance is essential.
